Abstract
This paper examines the Saskatchewan Treaty Land Entitlement Framework Agreement (TLEFA) in an attempt to demonstrate that although it did not provide a full prescription for municipal land to be turned into reserve land, the framework agreement still remains relevant. A survey of municipalities and First Nations bands that have experience in urban reserve creation under the TLEFA was conducted. The findings reveal that there are several insights and lessons to be learned from the creation of urban reserves in Saskatchewan, emphasizing the continued significance of the TLEFA.
