Abstract
This thesis examines the implementation of decisions for education decentralization in a post-colonial territory, having a semi-autonomous government. The jurisdiction chosen is Tobago, the smaller island in the twin-island state of Trinidad and Tobago. The island (Tobago) is an independent education district in the national scheme of education administration and has a semi-autonomous government, the Tobago House of Assembly which, legislatively, has full responsibility for the development and implementation of education on the island. The study investigates how the implementation of education decentralization is undertaken in this ‘unique’ educational district, and engages qualitative research methods to investigate the data selected and to arrive at the conclusions and recommendations offered. A major finding of the research is that the semi-autonomous mode of governance in the educational district of Tobago poses some significant challenges as regards the definition of education decentralization on the one hand, and how the decentralization phenomenon might proceed on the other, when core elements of control are maintained centrally
